Director of Health Information

REPORTS TO: Chief Information Officer
SUMMARY:
 
Under the general direction of the Chief Information Officer, The Director of Health Information Technology manages the design, upgrade, implementation and support of company clinical applications and systems used directly in the management and care of patient health including the Electronic Health Record (EHR), clinical decision support and patient care management systems. Works closely with other IT Department resources and personnel to ensure uninterrupted availability of clinical applications and clinical systems. Develops and manages team leads and provides leadership in the coordination of interdisciplinary informatics activities. Acts as the primary liaison between IT and clinical staff to insure EHR and other clinical system implementations are optimized based on clinical workflow redesign. Oversee EHR and clinical system training organization wide. Responsible for leading the team focused on supporting the key applications and systems that clinicians use every day to provide care for patients. Function as both an inspirational leader and a team manager to diverse groups of stakeholders. The direct reporting team is responsible for the ongoing operational management of production systems. The position is also responsible for performing effective and aligned goal-setting to build a high-performing team. Works with staff at all levels to implementations and ongoing operations of systems. Stays abreast to all changes in regulatory requirements including all stages of Meaningful Use (MU), HIPPA, etc. and is the subject expert in these matters.
 
1.0 PERFORMANCE AREA 1: Integration of Clinical Practice and Technology
 
a. Collaborates in the acquisition process for organization wide or department specific clinical information systems.
b. Assists in developing the design of the clinical information systems, assuming the system is congruent with current operations or, analyzes current systems and makes recommendations for changes as are appropriate.
c. Provides leadership for committees and task forces related to clinical information systems and documentation.
d. Collaborates with all stakeholders to assure an effective and successful transition to the computerized systems.
e. Participates in software customization as needed to accommodate organizational needs and prevent any disruption in patient care services.
f. Assures that regulatory standards are considered in the design of the systems. Assesses need for revision or development of organizational policy and procedure as the systems are developed.
g. Works collaboratively in the development of educational materials as is necessary to educate staff and prevent disruption of patient services. Works collaboratively to educate staff with the implementation of components of clinical information systems.
h. Remains cognizant of security protocols, confidentiality, and access issues in system design, implementation and education of users.
i. Effectively collaborates with staff in system design, communication of progress of system implementation, system changes, educational needs, and priorities.
j. Assists in the development of budgets as requested. Manages assigned resources in a cost effective manner.
k. Remains cognizant of organizational goals and objectives at all times in the performance of responsibilities.

3.0 PERFORMANCE AREA 2: General Corporate Expectations
 
a. Attends and actively participates in all meetings (e.g., department meetings, program meetings, employee staff meetings) and other activities as required or assigned.
b. Attends workshops/seminars as necessary to increase skills and knowledge to provide effective care, treatment, and/or leadership.
c. Supports the overall needs of the health center by working flexible or extended hours when necessary.
d. Supports the needs of the health center by traveling to other health centers when needs dictate the need for personnel.
e. Demonstrates awareness of, and compliance with, organizational mission and objective of UHC to provide health care access and support services for all members of the community.
f. Supports their own staff development by completing the required hours of continuing education each year.
g. Other work-related duties as assigned by supervisor. Duties and responsibilities may be added, deleted, or changed at any time at the discretion of management, formally or informally either verbally or in writing.
h. Maintains confidentiality and respect for information regarding patients and other team members; abides by UHC Rules of Confidentiality and general HIPAA regulations regarding privacy.

QUALIFICATION REQUIREMENTS:
 
EDUCATION:
 
· Bachelor’s degree in related field required with a Master’s degree preferred.
 
LICENSE/CERTIFICATION:
 
· Possess a valid CA Class C Driver’s License
· Must obtain and maintain vendor and industry certifications as directed.
 
EXPERIENCE:
 
· Must have four (4) years experience with clinical application and clinical systems.

PHYSICAL REQUIREMENTS
 
· Must be able to lift up to 25 pounds and push up to 50 pounds (on wheels).
· Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to patients and staff.
· Must be able to read memos, computer screens, and administrative documents.
· Must have high manual dexterity.
· Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouch, reach, kneel, twist/turn
· Must be able to sit between 5-7 hours dail
· Must possess close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
· Must be able to work indoors and out doors
· Must be able to operate a motor vehicle to and from various sites at UHC.
